Answer:
Character Map is a Windows Component.
Start&#62;All Programs&#62;Accessories&#62;System Tools&#62;Character Map.
If it is not there it is not installed.
Go to Control Panel&#62;Add Remove&#62;Windows Components&#62;Accessories and Utilities&#62;Details&#62;Accessories&#62;Details and select Character Map..
